This project scales up access to climate finance in low- and middle-income countries by developing green bond markets that mobilize investment in low-emission development. It supports GCF’s strategic goal of mobilizing private finance through innovative, market-based instruments.

Scaling low-emission development in the participating countries is constrained by limited capital, underdeveloped financial ecosystems, and few instruments to attract private investment. These countries also face acute climate vulnerability and mounting risks to their economic and social systems. Strengthening local capital markets is essential to bridge financing gaps and channel resources toward mitigation priorities.

The project aims to mobilise climate finance in low- and middle-income countries by supporting the development of local green bond markets. Through a dedicated investment fund, capital from development finance institutions and private investors will be used to finance climate mitigation projects, while parallel EU-led facilities support capacity-building and lower borrowing costs for bond issuers.

 GCF will invest EUR 200 million (approximately USD 227 million) in equity through the initiative’s fund to support mitigation projects across ten participating countries. The project will prioritise small-scale, low-carbon energy systems and create investment opportunities in hard-to-abate sectors such as transport, helping to channel private capital toward national decarbonisation efforts.

<p>The Locally-led Adaptation project aims to improve the resilience of local communities in the Bafing region made vulnerable by farmer-herder conflicts exacerbated by the effects of climate change. Specifically, these are:▪ Strengthen hosting infrastructure and promote good livestock practices to improve the resilience of transhumant and local pastoralists to drought▪ Strengthening farmers' adaptive capacities to improve their resilience to the effects of climate change▪ Strengthening social cohesion for peaceful and sustainable coexistence between farmers and livestock keepers▪ Promote the integration of agricultural and pastoral activities to support the diversification of the livelihoods of local communities, especially women and youth▪ Ensure the sustainability of strategies to improve farmer-livestock cohabitation to strengthen their adaptation and support learning of climate-resilient practices at local and national levels.</p>

Poor land management, particularly deforestation for agriculture, contributes significantly to carbon emissions, worsening global warming and diminishing land productivity. While sustainable land management (SLM) practices offer climate adaptation and mitigation benefits, they face adoption barriers such as limited financing, high investment risks, low technical capacity, and poor supply chain traceability. Addressing and overcoming these barriers is key to reversing land degradation and promoting sustainable development.

The Mirova Sustainable Land Fund 2 (MSLF2) aims to tackle the interconnected challenges of land degradation and climate change by investing in SLM projects in selected countries (Costa Rica, Côte d'Ivoire, Ghana, Malaysia, Morocco, Peru, and the Philippines). It supports reversing land degradation by investing in practices in agroforestry, regenerative agriculture, and sustainable forestry. These approaches will enhance soil health, increase biodiversity, and improve carbon sequestration, making agriculture and forestry more resilient to climate variability and extreme weather events.

Employing a blended finance structure, MSLF2 combines public and private capital to mitigate risks and attract private investment in SLM projects.  The fund will offer flexible financing options to small- and medium-sized enterprises and provide technical assistance to help investee companies enhance their investment readiness and operational capacity.

This project was brought under the Project-Specific Assessment Approach (PSAA), an initiative to streamline and broaden access to GCF finance for new partners, countries, and technologies.

Local CSOs and CBOs in landscapes-seascapes around the world access grant financing and technical assistance, including capacity development and knowledge sharing to maintain and enhance their socio-ecological resilience, well-being and socio-economic conditions for global environmental benefits.
