The project will promote  the concept of Monitoring & Targetting (M&T) as an energy management tool that helps achieve substantial improvements in energy-efficiency and reductions in greenhouse gas emissions.  The project will support activities of the participating governments to promote the use of M&T in each country by providing a technical assistance package that addresses the barriers.  It will couple these with ESCO-type financing that brings about additional private sector investment in energy savings equipment and technologies.The target sectors are industry and commercial establishments.

The project is a replication of the Hungary Energy Efficiency Co-financing Program. IFC will employ a contingent financing modality which uses GEF resources to leverage IFC and private capital.  Under the Project, IFC will provide partial guarantees, and related credit enhancement mechanisms adapted to country market conditions, supporting the financing of energy efficiency (EE) projects by domestic financial institutions (FIs), as well as private project sponsors.  IFC will serve as guarantor pursuant to guarantee facility agreements with participating local FIs.  IFC resources will be combined with GEF funds as reserves supporting the guarantees.   The Project includes a complementary technical assistance (TA) program to develop a pipeline of finance-ready EE projects and to build commercial capacities of EE businesses and participating FIs.  The Project will mobilize local financial and EE industry resources and commercialize EE finance by engaging key parties  --  FIs, EE and energy service company businesses and end-users  --  to implement EE projects on commercial terms.

The project objective is to reduce the emission of carbon dioxide  by improving energy management practices and identifying investments in SMEs through a structured approach.  The approach will be built on and consistent with the Environmental Management System framework embodied in UNEP’s Cleaner Production programme.  Project services are to be delivered through selected National Cleaner Production Centres, drawing on their extensive networks in industry and experience in promoting environmental management with a preventive, cost-effective focus.The project will fund activities needed to bring energy management into the package of CP/EMS advisory services currently being offered by NCPCs.  Once this is done NCPCs will be able to provide, on a recurring basis, comprehensive environmental management services to industry that include energy efficiency and energy management components.  The extensive networks and professional reputations of the NCPCs will allow them to reach industrial clients that will be difficult to reach through other mechanisms.

The project is to help overcome barriers preventing the widespread use of low cost/low energy technologies in the Czech residential housing sector. These are lack of experience in designing and constructing low cost/low energy buildings, and limited access to commercial sources of financing for relevant investments. The project will also help develop advanced energy standards for residential buildings and facilitate their adoption by the Czech government. The removal of these barriers will lead to estimated greenhouse gas reductions of about 25% in the residential housing sector of the Czech republic by the year 2010, i.e., 650,000 tonnes per year.
