India has committed to increase installed capacity of non-fossil fuel sources to 40% by 2030.

The PM-KUSUM scheme aims to ensure energy security for farmers across India by increasing the installed capacity of electric power from non-fossil fuel sources to 40% by 2030. This is part of India's Intended Nationally Determined Contributions (INDCs). There are three main aspects. A. 10,000MW of Decentralized GRound Grid Connected Renewable Power Plants and each plant size up to 2MW. B. Install 17.5 lakh solar powered agriculture pumps and C. Solarisation of 10 Lakh Grid connected agriculture pumps.

Create more carbon sinks by creating more forest and tree cover by 2030. The creation of 2.5-3Bn T of carbon dioxide sinks.

India, among the world’s most climate-vulnerable nations, is facing escalating climate stress through worsening heatwaves, floods, droughts, and groundwater depletion. Tamil Nadu is particularly at risk, being at the same time one of the most exposed states and a major emitter of greenhouse gases (GHG).

Although India hosts a large startup ecosystem, climate innovation remains fragmented and underrepresented. Barriers include a lack of support for startups from the early to the growth phase, limited access to climate-focused funding, and the high perceived risks associated with early-stage climate ventures.

This programme aims to establish a robust ecosystem for climate-tech innovation and incubation by incubating 100 early-stage climate technology ventures, preparing 50 for scale-up, and providing step-up financing to 30 ventures. From more than 1,000 climate innovation ideas, 100 potential climate ventures will be incubated. Around 50 innovation ventures will be selected for full-scale innovation development, and about 10-15 among them will receive seed funding for prototypes, market promotion, and venture launch.

The programme provides support and funding throughout the entire startup lifecycle, helping to prevent promising ventures from stalling midway. By delivering end-to-end assistance, BEACON INDIA nurtures technically sound and financially sustainable startups, enhancing their long-term growth and scalability potential. This approach helps build strong foundations for emerging ventures, positioning them more effectively to attract follow-on investment.

India is home to approximately 150 million farmers, of whom 86 per cent are smallholders or marginal farmers. These farmers are disproportionately vulnerable to the impacts of climate change, which undermine agricultural productivity and threaten income and food security. While crop insurance and sustainable agricultural practices can provide an effective solution, crop insurance penetration remains low. Only around 25 per cent of farmers are insured, leaving the vast majority without any form of protection in the event of climate shocks.

This project is designed to improve the climate resilience of underserved farmers through a risk-transfer solution. GCF’s financing of USD 20 million will be leveraged to mobilise additional capital, building the solvency capital of Kshema General Insurance Limited, a licensed general insurance company that provides agricultural crop insurance for rural small and marginal farmers in India. This will augment its capacity to underwrite more crop insurance and expand support to farmers. In addition, Kshema’s digital technology will be leveraged to provide early warning signals and weather information to farmers, as well as training on sustainable agricultural practices.

GCF financing, together with other investors, are expected to further unlock the potential of the crop insurance market in India by addressing financial and non-financial barriers.

Madhya Pradesh Renewable Energy Scaling Up Project implemented by Asian Development Bank (ADB)

India is the world’s third-largest emitter of carbon dioxide, with its energy supply heavily dependent on fossil fuels. Over the past decade, India has made significant progress and achieved rapid growth in renewable energy capacity. The country risks remaining locked into a carbon-intensive trajectory, as rising energy continues to outpace the deployment of clean energy solutions. New solutions are needed to drive decarbonisation in key sectors and to support further scale-up of renewable energy. Climate change complicates this transition, with extreme weather events disrupting power supply and heat waves increasing demand for fossil fuel-based energy.

This programme will accelerate India’s clean energy transition by mobilising climate finance for emerging clean energy technologies and strengthening state-owned Development Finance Institutions (DFIs) to institutionalise green lending practices and drive large-scale gender-responsive investments. It will enable DFIs to offer loans to public and private sector borrowers to finance initiatives for decarbonisation of the energy, transport, industry, and agriculture sectors. It will also establish a Risk-Sharing Facility (RSF) to provide guarantees for small-scale projects, facilitating investments by local financial institutions.

Key activities include providing DFIs with concessional credit lines for on-lending to public and private sector borrowers and establishing the RSF to promote investment in sectors aligned with India’s clean energy transition goals and national programmes; and building the capacity of financial institutions in India to finance emerging clean energy technologies through technical assistance, policy engagement, and capacity-building initiatives. In addition, there will be a focus on ensuring climate finance principles and gender-responsive approaches are embedded into institutional practices.
