Southeast Asia faces a dual crisis of escalating greenhouse gas emissions and severe vulnerability to climate change. Rapid decarbonisation is needed, but there is a climate finance gap. While countries have ambitious emission-reduction targets, they cannot achieve them without additional financial support. Small and medium-sized enterprises (SMEs), in particular, are essential for deploying local climate solutions, but they are critically underserved by traditional capital markets due to various barriers.

The Navis Decarbonization Fund I is a private equity fund managed by Navis Capital Partners, which will target growth-stage SMEs across decarbonisation and climate-resilience sectors (e.g., energy access and power generation, low-emission transportation, infrastructure and the built environment, and sustainable agriculture and water) in four countries (Indonesia, Thailand, Malaysia, and the Philippines).

By deploying capital across SME investments, the fund aims to demonstrate the commercial viability of climate-focused SMEs. With GCF equity serving as an anchor investor, the fund will catalyse finance in decarbonisation sectors and enable sufficient scale and diversification.

The objective of this project is to assist Indonesia in preparation and submission of its Second and Third Biennial Transparency Reports (BTR2 and BTR3), in line with its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement’s (PA) Enhanced Transparency Framework (ETF), in accordance with the Modalities, Procedures and Guidelines (MPGs) adopted under Article 13 of the PA (Decision 18/CMA.1). 
The project includes preparation of Indonesia’s BTR2, BTR3 and National Inventory Reports (NIRs), as well as monitoring, evaluation, and knowledge management activities. Building on results of the preparation of the First Biennial Transparency Report (BTR1) and respective lessons learned, this project will strengthen Indonesia’s technical and institutional capacity to mainstream climate change concerns into sectoral and national development priorities. Through this enabling activity, Indonesia will enhance its national transparency system, improve institutional coordination, and build long-term capacity to track climate action, thereby fulfilling its reporting obligations under the UNFCCC and toward mobilization of climate finance.

South-East Asia remains one of the most vulnerable regions to climate change, partly because of its long coastal areas impacted by rising sea levels, densely populated urban areas and reliance on natural resources. Agriculture remains a key sector in Indonesia, the Philippines, and Thailand. It employs 30 to 40 per cent of the labour force and produces vital crops such as rice. The climate crisis is expected to reduce agricultural production and aggravate food security, which is detrimental to smallholder farmers.

However, limited private sector investments have been made in adaptation, mainly due to investors' perceived risks, concerns about investments' commercial viability, and a lack of local networks and knowledge to identify a robust pipeline.

Mandala Capital is launching a 100 per cent adaptation-focused investment fund for investing in the region. GCF’s equity investment will be used to crowd in capital that will strengthen about 10 SMEs, in the host countries, with interlinked business models with farmers at the upstream and midstream stages of the agriculture value chain, thus improving the resilience of the farmers and SMEs. In addition, there will be a technical assistance facility to support stakeholders and create an enabling environment for adaptation investments.

MCSSEAFP will also invest in India and Vietnam through a separate compartment. The fund will apply consistent climate eligibility criteria for selecting sub-projects across Indonesia, the Philippines, Thailand, India, and Vietnam. Anchored by this unified investment theme, the fund is expected to deliver comparable adaptation impacts in all countries.
