Jordan faces extreme water scarcity exacerbated by climate change and population growth. In 2022, the country had a water deficit of 20 per cent despite 94 per cent network access. Most households receive water less than 48 hours weekly, threatening public health and economic growth. Projections predict a 4°C temperature rise and 21 per cent less rainfall by the century’s end, further increasing demand and reducing renewable water resources.

AAWDCP is a flagship initiative set to desalinate 300 million cubic metres of water annually, covering about 40 per cent of municipal needs by 2030 and 45 per cent by 2040.  This will be achieved through the construction of marine infrastructure, a desalination plant in Aqaba (Red Sea), a 438-kilometer pipeline, and the integration of c. 281 MWp of renewable energy.

Fresh water will be supplied to the country’s main governorates, including Amman, where 40 per cent of the population resides. In addition to climate adaptation, the project aims to reduce emissions, with a solar power component that will supply approximately 27 per cent of the project’s total energy requirements, avoiding an estimated minimum of 6,742,402 tonnes of CO2 over the first 26 years of operations.

The project complements Jordan’s National Non-Revenue Water Strategy and the Financial Sustainability Roadmap, which target efficiency gains, tariff reforms, and operational cost recovery. GCF’s concessional funding will play a pivotal role in maintaining affordability.  It forms a cornerstone of Jordan’s water resilience strategy and will provide a model for climate adaptation in water-scarce regions.

Local CSOs and CBOs in landscapes-seascapes around the world access grant financing and technical assistance, including capacity development and knowledge sharing to maintain and enhance their socio-ecological resilience, well-being and socio-economic conditions for global environmental benefits.

Mobilising private sector climate finance is an urgent priority to enable vulnerable countries to move towards a climate-resilient future rapidly.

This programme aims to achieve a systemic transformation of the financial sector in 13 countries by providing concessional financing for climate change mitigation and adaptation projects for small and medium enterprises, housing associations, municipalities, public utilities, and others.

Building upon Green Economy Financing Facility (FP025), it aims to leverage existing networks in each of the participating countries to develop climate-compatible financial systems, so that five per cent of banking sector assets, amounting to USD 180 billion, will be channeled to Paris-aligned pathways by the tenth year of programme implementation.

The programme comprises a lending envelope of USD 620 million for banks, microfinancing institutions and leasing companies, and a grant-funded technical assistance facility of USD 49 million to assist financial institutions with developing green transition plans. To foster gender-inclusive development and greater economic inclusion, the programme intends to commit at least 20 per cent of the loans to women or women-led businesses and 30 per cent to end borrowers outside the countries’ main cities.

Jordan faces extreme water scarcity, exacerbated by its arid climate and high temperatures, which often exceed 40°C in the summer. With only 125 cubic meters per capita per year of available water, Jordan is the fifth most water-stressed country globally. Climate change projections indicate worsening conditions, with reduced rainfall and increased evaporation rates leading to extended droughts and a shorter rainy season. This exacerbates the already severe water deficit and threatens agricultural production and food security. 

To address these challenges, this project supports integrated land and water resources management interventions. This approach seeks to transform landscape and water resources management in Jordan from a fragmented, sector-specific approach to an integrated, climate-resilient model, emphasising gender-responsive approaches to increase women's participation and resilience. 

The project will improve ecosystem management through land restoration. It will improve agricultural practices and manage aquifer recharge; deploy rainwater harvesting; reduce evaporation from the King Talal Dam; and strengthen water governance. In addition, a water fund will be established to promote the scale-up and the sustainability of good landscape management practices and promote water conservation in the agriculture sector, which currently takes the largest share of water demand.
