The project is a replication of the Hungary Energy Efficiency Co-financing Program. IFC will employ a contingent financing modality which uses GEF resources to leverage IFC and private capital.  Under the Project, IFC will provide partial guarantees, and related credit enhancement mechanisms adapted to country market conditions, supporting the financing of energy efficiency (EE) projects by domestic financial institutions (FIs), as well as private project sponsors.  IFC will serve as guarantor pursuant to guarantee facility agreements with participating local FIs.  IFC resources will be combined with GEF funds as reserves supporting the guarantees.   The Project includes a complementary technical assistance (TA) program to develop a pipeline of finance-ready EE projects and to build commercial capacities of EE businesses and participating FIs.  The Project will mobilize local financial and EE industry resources and commercialize EE finance by engaging key parties  --  FIs, EE and energy service company businesses and end-users  --  to implement EE projects on commercial terms.

The economy of Latvia is undergoing a transition. As a result the energy sector offers the potential for considerable changes in terms of the structure of the sector, increasing energy efficiency measures and using renewable sources of energy. A number of economically profitable, cost-effective options for mitigating GHG emissions in the energy sector have been identified in the country's National Communication; i) energy efficiency: reduction of energy transmission and distribution losses, heat energy conservation in buildings and implementation of a system for analysis and control of energy consumption and ii) renewable energy: increased use of biomass in district heating systems, co-generation and of wind and geothermal energy. The increased use of biomass in district heating and co-generation looks very promising in terms of cost-effectiveness and reduction of GHG emissions. Especially in municipalities that will not be connected to the gas grid for the foreseeable future, due to the small current and anticipated future demand for gas, present an interesting potential for the proposed project.The proposed project is designed to remove barriers to the widespread use of wood waste for heat, hot water and electricity delivery at municipal levels in Latvia. It is intended to lay the foundation for larger future investments in this area. The project is expected to assist the Government of Latvia to meet its objective of achieving 8% GHG emission reduction of 1990 levels by the year 2010.

Efficient Lighting Initiative (ELI) implemented by The World Bank, International Finance Corporation

To harness methane for electricity production that otherwise would have been emitted to the atmosphere, as well as to assist the management of solid waste around Riga, the project will remediate the existing Getlini landfill in Riga, install an advanced energy-cell technology for enhanced degradation of biodegradable waste, and collect landfill gas and use it for power generation.  In addition, the project will establish a sorting line for separation of recyclable materials, and provide technical assistance for the overall system.
