Local CSOs and CBOs in landscapes-seascapes around the world access grant financing and technical assistance, including capacity development and knowledge sharing to maintain and enhance their socio-ecological resilience, well-being and socio-economic conditions for global environmental benefits.

Mozambique is highly vulnerable to climate change due to its reliance on climate-sensitive agriculture and the frequent occurrence of extreme weather events. The country faces significant challenges such as rising temperatures, changing rainfall patterns, prolonged droughts, and more intense and frequent cyclones and floods. These climate impacts severely affect food security, water resources, and livelihoods, especially for the rural population.

To tackle these issues, this project integrates social protection with climate adaptation by using Mozambique’s Productive Social Action Programme to target and deliver support to communities. Key activities focus on strengthening institutional and community capacity for climate resilience, implementing locally-led adaptation actions, and mainstreaming climate change adaptation into district development planning and budgeting. The expected outputs resulting from this project include enhanced knowledge and awareness among local stakeholders, updated local adaptation plans, integrated climate-resilient responses into social protection programs, and improved dialogue, coordination, and monitoring of adaptation actions.

The project offers multiple benefits for rural populations, including improved food and nutrition security, local job creation, and empowerment for women and youth.

The project aims to support eight (8) countries to prepare and submit Initial Biennial Transparency Reports (BTR1s) and combined Third National Communication/BTR1s (NC3/BTR1s) that will comply with the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement reporting requirements, while responding to its national development goals.

To increase the sustainability and adaptive capacity of coastal communities by upscaling and promoting climate resilient fishing technologies and practices, restoration of degraded ecosystems while also supporting diversification of green alternative  livelihoods in five coastal provinces in Mozambique.

 The PROPEIXE-GEF design has been informed by lessons from previous IFAD-funded projects, such as, Small-Scale Aquaculture Promotion Project (PROAQUA), PRODIRPA and PROPESCA and from other countries in the region. The PROPEIXE-GEF is fully integrated in IFAD’s anchor project Artisanal Fisheries Resilient Development Project (PROPEIXE), which entered into force in February 2024. The IFAD financing focuses on supporting aspects of PROPEIXE, such as enhancing fisheries productivity, promoting sustainable livelihoods, and improving market access.  Meanwhile, the GEF financing will concentrate specifically will focus on increasing adoption of climate resilient technologies and practices and strengthening the adaptive capacity of the fisheries sector coastal communities to climate change. Together, these complementary funds will enable a holistic approach: IFAD’s support addresses immediate needs in fisheries and livelihoods, while GEF’s contribution enhances long-term resilience through targeted climate adaptation measures. 

The project will actively involve a wide range of stakeholders, including local communities, civil society organizations, private sector entities and government agencies, in decision-making processes related to climate change adaptation and resilience-building activities. This approach aims to ensure that the voices and perspectives of all relevant actors are considered, creating synergies between IFAD's core objectives and GEF’s climate-focused interventions.
