<p>The <strong>Building Inclusive Resilience to Climate Change</strong> initiative is a US$24.55 million transboundary project led by the <a href="https://www.adaptation-fund.org/wp-content/uploads/2023/01/IFAD_Angola-Namibia_3rd-submission_FP.pdf" target="_blank">Adaptation Fund</a>. It is implemented by IFAD to support semi-nomadic agro-pastoralists in the Kunene River Basin (Angola and Namibia) who face severe recurrent droughts, erratic rainfall, and water insecurity.</p>

To strengthen the national framework for NDC tracking and mainstreaming climate change in national planning, develop additional tools, country-specific emission factors and key datasets for estimating emissions at higher Tiers for key categories to comply with the Enhanced Transparency Framework (ETF) of the Paris Agreement

This project scales up access to climate finance in low- and middle-income countries by developing green bond markets that mobilize investment in low-emission development. It supports GCF’s strategic goal of mobilizing private finance through innovative, market-based instruments.

Scaling low-emission development in the participating countries is constrained by limited capital, underdeveloped financial ecosystems, and few instruments to attract private investment. These countries also face acute climate vulnerability and mounting risks to their economic and social systems. Strengthening local capital markets is essential to bridge financing gaps and channel resources toward mitigation priorities.

The project aims to mobilise climate finance in low- and middle-income countries by supporting the development of local green bond markets. Through a dedicated investment fund, capital from development finance institutions and private investors will be used to finance climate mitigation projects, while parallel EU-led facilities support capacity-building and lower borrowing costs for bond issuers.

 GCF will invest EUR 200 million (approximately USD 227 million) in equity through the initiative’s fund to support mitigation projects across ten participating countries. The project will prioritise small-scale, low-carbon energy systems and create investment opportunities in hard-to-abate sectors such as transport, helping to channel private capital toward national decarbonisation efforts.

The objective of this project is to assist the Government of Namibia to prepare and submit its Second Biennial Transparency Report (BTR2) and a combined Sixth National Communication and Third Biennial Transparency Report (BTR3/NC6) for the fulfillment of its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA) pursuant to Decision 5/CMA.3, and in accordance with the Modalities, Procedures and Guidelines (MPGs) for the Enhanced Transparency Framework (ETF) for action and support referred to in Article 13 of the PA contained in Decision 18/CMA.1 . The support for the preparation and submission of these reports will permit Namibia to inform the global stocktake of its contributions in the collective international efforts of Parties to address climate change and its impacts for the global benefits.
