To enhance national institutional capacities, enable policy frameworks, improve technological readiness and financial mechanisms for the successful uptake of clean hydrogen in developing countries to ensure their net zero development with social considerations and benefits.

Local CSOs and CBOs in landscapes-seascapes around the world access grant financing and technical assistance, including capacity development and knowledge sharing to maintain and enhance their socio-ecological resilience, well-being and socio-economic conditions for global environmental benefits.

The global climate crisis is interconnected with water, leading to greater variability in the water cycle, diminished resources, and rising CO2 emissions from inadequate water and sanitation infrastructure. There is an urgent need for improved and expanded water and sanitation systems. However, several challenges must be addressed, including strengthened policies and regulations, enhanced project preparation, long-term financing, and affordability.

The Facility will overcome the challenges with two main components: a public-private partnership structuring component that will fund project preparation, structuring, and transaction advisory activities for national and subnational beneficiaries and a concessional finance component that provides eligible projects with concessional co-investments.

GCF funding will support technical assistance for project preparation, structuring, and capacity building. This will ensure climate considerations are integrated into project design and that implementing entities have the necessary skills to manage climate-resilient infrastructure. GCF’s USD 250-million loan commitment will help bridge the viability gap for projects incorporating climate resilience measures, which often have higher upfront costs but greater long-term benefits.

Pakistan is highly vulnerable to the impacts of climate change, particularly droughts and floods. The country’s Nationally Determined Contribution outlines an ambitious target for renewable energy, while its National Adaptation Plan focuses on agriculture, water resources, health and disaster risk reduction.

As the first GCF-funded project from the National Rural Support Programme (NRSP), it focuses on developing local homegrown climate solutions by harnessing Pakistan’s dynamic and growing start-up ecosystem. It aims to kick-start the domestic market for innovative climate solutions, comprising grant financing for ideation-stage climate ventures and equity investment in scalable ventures. The approach represents a viable long-term alternative to local public sector funding, which is constrained by high indebtedness. 

GCF will fund a venture accelerator to offer grants and expert guidance to up to 100 start-ups at the ideation stage. GCF will also make a USD 15 million first-loss equity commitment as an anchor investor into the USD 40 million Climaventures Fund, which targets investment in ready-for-investment climate ventures and promising ventures from the venture accelerator.
