Cocoa and coffee are climate-sensitive commodities cultivated by smallholder farmers across Costa Rica, Côte d’Ivoire, the Dominican Republic, Ecuador, Ghana, Guatemala, Nigeria, Peru, Rwanda, and Uganda. They face increasing risks from climate variability, land degradation, and tightening regulatory requirements. Pre-harvest finance remains structurally underprovided, as commercial lenders rarely extend unsecured credit in rural emerging markets, while cooperatives and exporters lack the financial resources to support farmers year-round. Climate finance has typically prioritised large infrastructure programmes rather than value chain operations, leaving a persistent gap.

The FSF ACCT programme scales sustainability-linked working capital and technical assistance for enterprises operating in cocoa and coffee landscapes across the ten countries, building on a strategy tested through the Food Securities Fund (FSF). It provides short-term renewable working capital loans to midstream enterprises sourcing from smallholder farmers, paired with targeted technical assistance on climate-smart practices, traceability, and gender inclusion.

The programme is structured around two components: an investment facility providing working capital loans linked to annual environmental and social due diligence; and a technical assistance facility supporting borrowers across environmental, social, and business resilience themes. Demand-side actors, including large multinational agribusinesses, provide additional risk mitigation through guarantees at the sub-project level.

The programme was developed under GCF's Project-specific Assessment Approach (PSAA).

The Peruvian Amazon forms a vital part of the Amazon biome and is one of the world’s most important ecosystems for climate regulation and biodiversity conservation. Within this landscape, approximately 17 million hectares are protected within 38 national parks. Despite their protected status, they remain under pressure from deforestation, unsustainable land-use change, and climate impacts. Limited resources for effective management have weakened protection efforts, allowing forest loss to continue even within protected areas. These environmental pressures threaten the livelihoods and cultural survival of Indigenous communities that depend on forest ecosystems for food, income, and essential ecosystem services.

This project seeks to strengthen the management and climate resilience of 25 national protected areas and four surrounding buffer zones in the Peruvian Amazon. By improving governance, monitoring systems, and sustainable financing mechanisms, the initiative aims to reduce deforestation and safeguard critical ecosystems. The project will elevate all targeted protected areas to a stronger management standard, with several reaching an optimal level of effectiveness.

In parallel, the initiative supports Indigenous communities through locally led adaptation measures and ecosystem-based solutions that strengthen climate-resilient livelihoods. By combining stronger conservation management with community-driven adaptation, the project aims to reduce deforestation-related emissions while protecting biodiversity and enhancing the resilience of Indigenous peoples across the Peruvian Amazon.

Latin America and the Caribbean (LAC) is home to some of the world’s most important carbon-sink ecosystems and biodiversity hotspots. However, the region is also highly vulnerable to climate change. These climate pressures threaten ecosystems, rural livelihoods, and resource-dependent communities. While nature-based solutions are increasingly recognised as critical tools for climate mitigation and adaptation, investment in these approaches remains limited across the region. Rural small and medium enterprises (SMEs), which play a vital role in delivering nature-based solutions, face significant financing barriers.  Many SMEs and smallholder farmers lack the technical capacity and business skills to implement climate-resilient, nature-positive practices at scale.

This programme seeks to close this gap by providing tailored growth capital and technical assistance to rural SMEs working in nature-based solution value chains across Latin America and the Caribbean. Investments will focus on sectors such as sustainable and regenerative agriculture, agroforestry and sustainable forestry management, aquaculture, circular economy solutions, and ecotourism.

Alongside financing, the programme will deliver specialised technical assistance to strengthen business performance and support the adoption of climate and nature standards, certifications, and monitoring systems. Over a ten-year period, the initiative is expected to generate significant climate benefits, including an estimated reduction of 55.5 million tonnes of carbon dioxide equivalent, while supporting climate resilience for approximately 1.3 million people and promoting sustainable management across more than one million hectares of land.

The objective of this project is to assist the Government of Perú in the preparation and submission of the Second Biennial Transparency Report (2BTR) and the combined Fifth National Communication and the Third Biennial Transparency Report (5NC/3BTR) for the fulfillment of the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA), in line with the Modalities, procedures and guidelines for the transparency framework for action and support  referred to in Article 13 of the Paris Agreement (Decision 18/CMA .1) and the guidance on operationalizing the MPGs as per Decision 5/CMA.3. The project will support Perú in achieving its global environment concerns and commitments to international conventions, and to integrate climate change considerations in national development planning and policy through ensuring continuity of the institutional and technical capacity building, partly initiated, and consequently sustained by reporting instruments under the United Nations Framework Convention on Climate Change (UNFCCC).
