The objective of this project is to assist the Government of Perú in the preparation and submission of the Second Biennial Transparency Report (2BTR) and the combined Fifth National Communication and the Third Biennial Transparency Report (5NC/3BTR) for the fulfillment of the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA), in line with the Modalities, procedures and guidelines for the transparency framework for action and support  referred to in Article 13 of the Paris Agreement (Decision 18/CMA .1) and the guidance on operationalizing the MPGs as per Decision 5/CMA.3. The project will support Perú in achieving its global environment concerns and commitments to international conventions, and to integrate climate change considerations in national development planning and policy through ensuring continuity of the institutional and technical capacity building, partly initiated, and consequently sustained by reporting instruments under the United Nations Framework Convention on Climate Change (UNFCCC).

[1] CMA: The Conference of the Parties, the supreme body of the Convention, shall serve as the meeting of the Parties to the Paris Agreement. All States that are Parties to the Paris Agreement are represented at the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA), while States that are not Parties participate as observers. The CMA oversees the implementation of the Paris Agreement and takes decisions to promote its effective implementation (source: UNFCCC, https://unfccc.int/process/bodies/supreme-bodies/conference-of-the-parties-serving-as-the-meeting-of-the-parties-to-the-paris-agreement-cma).

The Amazon biome is a vital global climate regulator. It is home to 47 million people, including 2.2 million Indigenous Peoples. The region is threatened by rising temperatures, prolonged droughts, extreme weather, and deforestation. Seventeen per cent of the forest is already lost, and another 17 per cent is degraded. Weak governance is exacerbating risks. The region is nearing a potential tipping point: if deforestation reaches 20 to 25 per cent, the forest could irreversibly shift to a savannah-like ecosystem, unleashing massive carbon emissions, destabilising rainfall patterns, and eroding biodiversity. Vulnerable communities are at the centre of both the challenges and the solutions.

The Amazonia Viva Programme aims to reduce over 8 million tonnes of CO2 equivalent over 30 years and enhance climate resilience for three million people across six countries. It targets Indigenous Peoples, persons of African descent, women, youth, the elderly, and people with disabilities. The project targets 183 million hectares of protected areas (out of 776 million hectares in the basin) and 45.6 million hectares of Indigenous Peoples’ territories (out of 237 million hectares) for improved low-emission and/or climate-resilient management.

The programme focuses on territories with low human development indicators, poverty, limited infrastructure, and a high dependence on natural resources. This combination leaves Indigenous Peoples and local communities vulnerable to climate shocks and systemic exclusion from markets, finance, and decision-making. To address these challenges, the programme strengthens land tenure and rights, promotes sustainable land use such as agroforestry, enhances food security and resilience, and fosters participatory governance. It also tackles financial barriers by providing technical assistance, institutional support, and dedicated financing windows for sustainable value chains, including measures to overcome gender-specific obstacles in access to credit.

The Amazon Basin is highly vulnerable to the impacts of climate change, experiencing extreme events such as prolonged droughts and an increase in temperatures and flood frequency. These climate challenges impact water security, agriculture, ecosystems, and human health while exacerbating socio-economic vulnerabilities such as poverty and inequality.

The Basin’s forests, which serve as a global carbon sink, face risks of degradation, which threatens biodiversity and further accelerates climate change. Addressing these challenges requires urgent, coordinated interventions to enhance water security, protect ecosystems, and build resilience for vulnerable populations.

This programme will target the anticipated impacts of climate change on water availability and ecosystem services in the Amazon Basin and improve climate resilience and water security. This will be achieved by adopting an integrated water resource management (IWRM) approach, which focuses on vulnerable communities, particularly Indigenous Peoples, and employs adaptation measures such as enhanced hydroclimatic information systems, early warning systems, and climate-resilient water and sanitation infrastructure.

Key activities include improving knowledge and access to information on climate change impacts on water security, enhancing preparedness for extreme and gradual climate events, catalysing investments for climate-resilient and low-carbon water supply, sanitation, and waste technologies and infrastructure, developing an enabling environment for climate change planning and investment, and creating mechanisms to ensure inclusivity and diversity in the interventions across the participating countries.

Poor land management, particularly deforestation for agriculture, contributes significantly to carbon emissions, worsening global warming and diminishing land productivity. While sustainable land management (SLM) practices offer climate adaptation and mitigation benefits, they face adoption barriers such as limited financing, high investment risks, low technical capacity, and poor supply chain traceability. Addressing and overcoming these barriers is key to reversing land degradation and promoting sustainable development.

The Mirova Sustainable Land Fund 2 (MSLF2) aims to tackle the interconnected challenges of land degradation and climate change by investing in SLM projects in selected countries (Costa Rica, Côte d'Ivoire, Ghana, Malaysia, Morocco, Peru, and the Philippines). It supports reversing land degradation by investing in practices in agroforestry, regenerative agriculture, and sustainable forestry. These approaches will enhance soil health, increase biodiversity, and improve carbon sequestration, making agriculture and forestry more resilient to climate variability and extreme weather events.

Employing a blended finance structure, MSLF2 combines public and private capital to mitigate risks and attract private investment in SLM projects.  The fund will offer flexible financing options to small- and medium-sized enterprises and provide technical assistance to help investee companies enhance their investment readiness and operational capacity.

This project was brought under the Project-Specific Assessment Approach (PSAA), an initiative to streamline and broaden access to GCF finance for new partners, countries, and technologies.
