The Amazon Basin is highly vulnerable to the impacts of climate change, experiencing extreme events such as prolonged droughts and an increase in temperatures and flood frequency. These climate challenges impact water security, agriculture, ecosystems, and human health while exacerbating socio-economic vulnerabilities such as poverty and inequality.

The Basin’s forests, which serve as a global carbon sink, face risks of degradation, which threatens biodiversity and further accelerates climate change. Addressing these challenges requires urgent, coordinated interventions to enhance water security, protect ecosystems, and build resilience for vulnerable populations.

This programme will target the anticipated impacts of climate change on water availability and ecosystem services in the Amazon Basin and improve climate resilience and water security. This will be achieved by adopting an integrated water resource management (IWRM) approach, which focuses on vulnerable communities, particularly Indigenous Peoples, and employs adaptation measures such as enhanced hydroclimatic information systems, early warning systems, and climate-resilient water and sanitation infrastructure.

Key activities include improving knowledge and access to information on climate change impacts on water security, enhancing preparedness for extreme and gradual climate events, catalysing investments for climate-resilient and low-carbon water supply, sanitation, and waste technologies and infrastructure, developing an enabling environment for climate change planning and investment, and creating mechanisms to ensure inclusivity and diversity in the interventions across the participating countries.

Poor land management, particularly deforestation for agriculture, contributes significantly to carbon emissions, worsening global warming and diminishing land productivity. While sustainable land management (SLM) practices offer climate adaptation and mitigation benefits, they face adoption barriers such as limited financing, high investment risks, low technical capacity, and poor supply chain traceability. Addressing and overcoming these barriers is key to reversing land degradation and promoting sustainable development.

The Mirova Sustainable Land Fund 2 (MSLF2) aims to tackle the interconnected challenges of land degradation and climate change by investing in SLM projects in selected countries (Costa Rica, Côte d'Ivoire, Ghana, Malaysia, Morocco, Peru, and the Philippines). It supports reversing land degradation by investing in practices in agroforestry, regenerative agriculture, and sustainable forestry. These approaches will enhance soil health, increase biodiversity, and improve carbon sequestration, making agriculture and forestry more resilient to climate variability and extreme weather events.

Employing a blended finance structure, MSLF2 combines public and private capital to mitigate risks and attract private investment in SLM projects.  The fund will offer flexible financing options to small- and medium-sized enterprises and provide technical assistance to help investee companies enhance their investment readiness and operational capacity.

This project was brought under the Project-Specific Assessment Approach (PSAA), an initiative to streamline and broaden access to GCF finance for new partners, countries, and technologies.

Local CSOs and CBOs in landscapes-seascapes around the world access grant financing and technical assistance, including capacity development and knowledge sharing to maintain and enhance their socio-ecological resilience, well-being and socio-economic conditions for global environmental benefits.

The global climate crisis is interconnected with water, leading to greater variability in the water cycle, diminished resources, and rising CO2 emissions from inadequate water and sanitation infrastructure. There is an urgent need for improved and expanded water and sanitation systems. However, several challenges must be addressed, including strengthened policies and regulations, enhanced project preparation, long-term financing, and affordability.

The Facility will overcome the challenges with two main components: a public-private partnership structuring component that will fund project preparation, structuring, and transaction advisory activities for national and subnational beneficiaries and a concessional finance component that provides eligible projects with concessional co-investments.

GCF funding will support technical assistance for project preparation, structuring, and capacity building. This will ensure climate considerations are integrated into project design and that implementing entities have the necessary skills to manage climate-resilient infrastructure. GCF’s USD 250-million loan commitment will help bridge the viability gap for projects incorporating climate resilience measures, which often have higher upfront costs but greater long-term benefits.
