Enhance the National Framework for Climate Transparency of Senegal to meet the requirements of the Enhanced Transparency Framework under the Paris Agreement on climate change.

SURAGGWA’s objective is to enhance ecological and climate resilience across Burkina Faso, Chad, Djibouti, Mali, Mauritania, Niger, Nigeria, and Senegal, while substantially increasing carbon sequestration through landscape restoration.

The Sahelian countries within the Great Green Wall (GGW) region are among the poorest and most vulnerable to climate change. Their economies largely depend on agriculture, livestock, and forestry, with over 70 per cent of rural communities reliant on rainfed agriculture. Climate change further exacerbates ecosystem degradation, biodiversity loss, and the vulnerability of agro-silvopastoral landscapes, threatening food security and the sustainability of local livelihoods.

The programme will restore degraded agro-silvo-pastoral landscapes to build climate resilience and mitigation capacities, develop climate-resilient, low-emission Non-Timber Forest Product (NTFP) value chains to enhance market access and financial inclusion for vulnerable communities, and strengthen GGW institutions to improve coordination, monitoring, resource mobilisation, and knowledge management

The programme supports the African Union-led Great Green Wall (GGW) initiative by enhancing ecological and climate resilience. It contributes to the GGW goals of restoring 100 million hectares of degraded land, creating 10 million new jobs and sequestering 250 million tons of carbon dioxide equivalent by 2030 through large-scale land restoration efforts.

This project scales up access to climate finance in low- and middle-income countries by developing green bond markets that mobilize investment in low-emission development. It supports GCF’s strategic goal of mobilizing private finance through innovative, market-based instruments.

Scaling low-emission development in the participating countries is constrained by limited capital, underdeveloped financial ecosystems, and few instruments to attract private investment. These countries also face acute climate vulnerability and mounting risks to their economic and social systems. Strengthening local capital markets is essential to bridge financing gaps and channel resources toward mitigation priorities.

The project aims to mobilise climate finance in low- and middle-income countries by supporting the development of local green bond markets. Through a dedicated investment fund, capital from development finance institutions and private investors will be used to finance climate mitigation projects, while parallel EU-led facilities support capacity-building and lower borrowing costs for bond issuers.

 GCF will invest EUR 200 million (approximately USD 227 million) in equity through the initiative’s fund to support mitigation projects across ten participating countries. The project will prioritise small-scale, low-carbon energy systems and create investment opportunities in hard-to-abate sectors such as transport, helping to channel private capital toward national decarbonisation efforts.

Senegal has a major agricultural sector that contributes to employment and food security, but the industry is highly exposed to the negative effects of climate change.  Increasing climate threats such as droughts, heat waves, and floods pose risks to crop yields, livestock, and water resources, jeopardising food security and economic stability.

A resilient and low-emission agriculture sector can significantly contribute to economic growth and food security. Mainstreaming Climate-Smart Agriculture (CSA) practices can reduce vulnerability to climate risks. However, farmers in Senegal face barriers to adopting CSA practices. Agriculture receives less than three per cent of total bank credit in Senegal, leaving farmers lacking the necessary support to implement such practices effectively.

This project aims to bolster CSA investments across the agriculture value chain in Senegal by improving access to credit and enabling traditional financial and microfinance institutions to build a credible track record in funding them. Widespread CSA adoption is expected to enhance farm productivity, strengthen resilience against climate risks, and reduce GHG emissions from deforestation and unsustainable practices.

The project aims to achieve this by establishing a dedicated CSA lending facility (Green Climate Finance Facility or the GCFF), providing capacity building and technical assistance, promoting an enabling environment for CSA practice adoption, and sharing knowledge among key stakeholders and beneficiaries, facilitating learning through the lessons learned and best practices.
