Climate change has caused $1.5 trillion in global losses, hitting vulnerable communities in least developed countries hardest. Droughts, floods, and health crises threaten food security and incomes, disproportionately affecting women. Only a fraction of climate adaptation funding reaches these communities, partly due to ineffective delivery channels. Credit union networks in Benin and Senegal, with over 7 million members, could bridge this gap, but their efforts to finance specific climate adaptation solutions (like solar pumps) have struggled to scale.

The World Council of Credit Unions (WOCCU) and its partner YAPU Solutions will pilot Adaptation Climatique et Transformation Économique (ACTE), an innovative approach to enhance the adaptive capacity and climate resilience of vulnerable communities in Benin and Senegal to address localized climate risks through increased access to gender-responsive climate adaption finance, reaching 4,000 people with green loans and an additional 61,000 people whose businesses have been assessed for climate risk as part of their loan application (45% women) over two years. Its customer-centric, holistic and scalable methodology aims to redefine how credit union networks assess borrower climate risk and deliver gender-responsive climate adaptation finance and prepare them to secure climate funding for future growth by:

Delivering capacity building, digital tools, and performance-based incentives: ACTE will pilot with six credit unions affiliated with FECECAM (Benin) and UM-PAMECAS (Senegal), two prominent credit union networks together comprising 161 credit unions with 2.4 million members (48% women) and 1.2 million borrowers (36% women). Through training, policy guidance and user-friendly digital tools ACTE will equip them with the skills and resources to address evolving climate vulnerabilities. Performance-based incentives (PBIs) will foster active engagement while AI-supported gender-disaggregated data analytics will spur uptake, ensure impact for borrowers and enable credit unions to navigate a dynamically to shifting environmental and socioeconomic conditions.

Increasing knowledge and defining best practices: The systematic documentation and dissemination of gender-responsive, data-driven lessons will create a foundation for future transformation through scaling and replication within FECECAM and UM-PAMECAS, across West Africa and - by leveraging WOCCU’s network - globally.

The project's objective is to enhance the adaptive capacity and climate resilience of vulnerable communities in Benin and Senegal to address localized climate risks through increased access to gender-responsive climate adaption finance.

Fossil fuels are hydrocarbons formed from pressurised and heated organic material buried over millions of years.

Molecules in the atmosphere that play a key role in the greenhouse effect by trapping heat radiating from Earth’s surface.

Area of the economy in which actors engage in identical or related activities.

In human systems, the process of adjustment to actual or expected climate change and its effects, in order to moderate harm, increase resilience or exploit beneficial opportunities. In natural systems, the process of adjustment to actual climate change and its effects; human intervention may facilitate adjustment to expected climate change and its effects.

The management and allocation of funds, assets and investments to meet various objectives

People who are less able to respond to the effects of climate change due to having limited financial or physical assets

A loan is a policy instrument where funds are provided to a borrower with the expectation of repaying the principal plus interest.

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

The processes through which enterprises can identify, prevent, mitigate and account for how they address their actual and potential adverse impacts. Due diligence is the idea that reasonable precautions should be taken to avoid causing harm to people, the environment, or society. It also involves identifying and mitigating risks before they occur.

An integrated system of hazard monitoring, forecasting and prediction, that enables individuals, communities, governments, businesses and others to take timely action to reduce disaster risks in advance of hazardous events.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

Finance that is primarily directed towards climate change mitigation, including greenhouse gas emissions reduction and enhancing the sinks of greenhouse gases.

Finance that is primarily directed towards climate change adaptation, including increasing resilience and robustness to actual or expected climate change and its effects.

Dedicated pool of financial resources for climate-related projects.

A target to reduce the prevalence of a greenhouse gas over a specific time frame

Aligning the skills of the workforce with the requirements of the just transition.

Either money or something of monetary value is transferred between two or more organisations, people or countries.

Conditions that enhance the feasibility of adaptation options. Enabling conditions include finance, technological innovation, strengthening policy instruments, institutional capacity, multi-level governance and changes in human behaviour and lifestyles.

Actions or measures to adapt terrestrial systems to climate change.

Actions or measures to adapt freshwater systems to climate change.

Actions to adapt human health, healthcare systems and well-being to climate change.

Actions to adapt and increase the resilience of rural and urban infrastructure and settlements to climate change.

Coastal zone and marine-related actions and measures to adapt and increase resilience to climate change

Actions and measures to adapt and increase resilience of societies and the economy to climate change.

Actions or measures to adapt freshwater, coastal and marine systems to climate change.

Hot temperature extremes are daily maximum temperatures that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

The release of heat-trapping gases, primarily from human activities such as burning fossil fuels, agriculture and industry.

Actions to reduce emissions in energy generation and supply.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.
